GET BREAKING NEWS IN YOUR BROWSER. CLICK HERE TO TURN ON NOTIFICATIONS. LOWELL — The Lowell Police Department held its second annual Youth Outreach Day on Wednesday, Sept. 21. A number of community and law enforcement partners contributed to the event to make it a fun day for local kids. The Chelsea Police Department provided its ice cream truck, Manchester, N.H. Police sent their comfort pony and equestrian unit and the Massachusetts National Guard provided inflatable games. The National Park Service Police provided a toy police cruiser that children were able to drive around JFK Plaza during the event.
